Very good question, we forgot to write this down in the manual! The Donkeys are the oldest party, so they get to start.
Some terms are difficult to translate or are just nicer in English. Because of this, we chose not to translate everything verbatim.
First of all, congratulations on arriving at this situation! After all, this is very unlikely, just like in the real elections. But if after the last State Battle there is a tie, you may choose one of the following options:
In that case, you may take back the amount you miss from the states you won. That way you can sit them right back in in a new State Battle.
Submit donkeys or elephants from one (or more) won State Battles.
You can use interactive, online maps. For example, this one from abc news. Choose 'blank map' and enter who wins at each state won. This way you can easily see who is ahead and you don't have to do this manually.
For convenience, the District of Columbia is also included as a state even though it is not. Since the District of Columbia does form part of the Electoral College, it is included as a state card in the game.
The Elephants win, but must place an elephant from their own supply on the card. If they cannot, the State Battle Card is moved to the discard pile.
