In the Paris Agreement (December 2015), 195 countries agreed to limit global warming to no more than 2°C and to aim for a 1.5°C. The Rutte-III administration stated in its coalition agreement (October 2017): "it is our duty to do everything we can to meet that target". Based on this duty, the target to realize 49% emission reduction in 2030 followed.
The Rutte-III administration decided to reduce greenhouse gasses by 49% by 2030 compared to 1990. At the time, this goal was more ambitious than that of the European Union, which was 40% reduction by 2030. However, this European target was insufficient to meet the (then new) Paris Agreement. With the 49% goal, the Netherlands would make its contribution to limiting climate change to 2°C.

Is it a coincidence that both the European Union and Rutte-III's coalition agreement focus on reduction compared to 1990?
No, also for example the National Climate Agreement and the Climate Act are based on reduction compared to 1990. And they are not alone: also the kyoto protocol and the urgenda climate case did this before.
What’s the origin of this base year?
The origin of this base year comes from the global climate change convention, the 1992 unfccc This treaty required (developed) countries to report their emissions, starting in 1990. Countries have been reporting annually since that year. This is also the case for the Netherlands: good emissions data can only be found from 1990 onwards.
Are any other base years used?
Sometimes countries use other base years. Often this has a political motive: by choosing a reference year in which a country had high emissions, it can give the illusion of higher ambition.
Let's examine this using an example with the fictional countries ClimateParadise and FossilWonderland:

The 49% target would be, as the coalition agreement noted, "passed into a Climate Act" and there would be a "national Climate and Energy Agreement" to give civil society more certainty. The National Climate Agreement is discussed in detail in Chapter 2; first we take a look at what's in the Climate Act.
In May 2019, the Climate Act was officially approved by the Senate. As such, the 49% target was made into law. The Climate Act also states that by 2050 emissions must be 95% lower than in 1990.
The Climate Act also prescribes legal obligations to report on climate policy progress. The following documents are required:

The Climate Plan ('Klimaatplan') contains the main points of climate policy for the next ten years and is adopted every five years.
o
The Climate Memorandum ('Klimaatnota') annually describes the government's position on the progress of climate policy.
o
The Council of State advises on the Climate Plan and the Climate Memorandum.
o
The Climate and Energy Outlook ('Klimaat- en Energieverkenning') shows actual greenhouse gas emissions on an annual basis.
These documents will be covered in more detail later. And rest assured, there will be many more funny climate names and abbreviations. It should all be a little confusing, obviously, otherwise you'll be through this deep dive too quickly. The Rutte-III administration wanted to reach socially supported climate policy with a National Climate Agreement. The government set the frameworks for this agreement: the final goal (49% reduction) and a reduction task in megatons of CO2 equivalents per sector.

I find CO2 equivalents quite a difficult term, couldn't this be a little easier? Just CO2 for example?
Climate change is caused by various greenhouse gasses, not just CO2. It's too limited to only talk about CO2 .
I see. But then why use the phrase 'equivalents'?
Greenhouse gasses all behave differently in the atmosphere. For simplicity, the impact of these gasses is converted into a fixed unit: CO2 equivalents.
How does this work exactly?
All greenhouse gasses are converted into an amount of CO2 with the same warming effect, the global warming potential (GWP).
Do you have an example of this?
Methane, for example, is a greenhouse gas with a GWP of about 28. Over a period of one hundred years, one kilogram of methane retains 28 times more heat than one kilogram of CO2. Methane disappears from the atmosphere a lot faster than CO2, retaining 86 times more heat than CO2 in the first twelve years.2.

Oohhh, tough question. They all have something, kind of depends on the time of day. But I'm going to eat a kilo of nitrous oxide now, it makes me even funnier.
The creation of the targets per sector is not easy to follow. The 49% target is clearly stated in the coalition agreement, but the targets per sector emerge out of a maze of numbers. Below we have made this maze a little more comprehensible for you.

The reduction from the coalition agreement: 56 megaton
In 1990 Dutch emissions were 221 megatons. In the National Energy Outlook 2016 (NEV 2016), a document prepared by ECN, PBL, CBS and RVO to provide "an annual, broad and factual overview of the developments of the Dutch energy system," it was calculated that, with established policy before the start of Rutte-III, emissions in 2030 would be 168 megatons. This reduction of (rounded) 53 megatons was achieved in the following ways:

It was expected that, with intended policies known in 2016, greenhouse gas emissions would decrease by 27 megatonnes over the period from 2015 - 2020. This would be achieved by the following reductions:

Decrease of 20 megatons in the electricity sector due to (1) the closure of five coal-fired power plants by 2020 (commitment from the Energy Agreement), (2) an increase in electricity imports and (3) the growth of renewable electricity production.

Between 2020 and 2030, emissions would decrease by about 3 megatons. This is due to the following:

Increase of 6.3 megatons in the energy and industrial sector due to (1) growth in fossil electricity production and (2) a switch around 2023 to start exporting electricity instead of importing it.

Decrease of 3.3 megatons in the built environment due to (1) increased enforcement of the Environmental Management Act ('Wet Milieubeheer') for businesses, (2) mandatory label C for offices and (3) (to a small extent) due to less gas use in households.

Decrease of 1.5 megatons through a more fuel-efficient vehicle fleet.

To arrive at a 49% reduction from 1990 levels, a maximum emission of 112 megatons was required. This left a residual challenge of 168 - 112 = 56 megatons. This was the number that was in the Rutte-III coalition agreement.
An arithmetic windfall: only a 45 megaton reduction still needed
The national energy outlook 2017 shows that emissions are already down to 154 megatons by 2030. This is 14 megaton more than the NEV 2016 stated. This leaves a reduction target for the Rutte-III administration of only 56 - 14 = 42 megatons. After rounding, this becomes 41 megaton. An update on climate policy added another 4 megaton a few months later, in March 2018. In the end, the total additional reduction target was set at 45 megatons.
An arithmetic windfall: only a 45 megaton reduction still needed
The Rutte-III administration had based its policies on the figures from NEV 2016. In the NEV 2017 it became clear that policies from before Rutte-III were already providing more emissions reductions. Instead of the approximately 3 megatons reported in NEV 2016, 17 megatons of reduction was already achieved in the period 2020 - 2030. This was due to the following:
o
Decrease of 8 megatons in the electricity sector due to (1) decrease in fossil electricity in natural gas-fired CHP plants and coal-fired power plants and (2) favorable development of offshore wind
o
Decrease of 3 megatons in the built environment
o
Decrease of nearly 3 megatons in other greenhouse gasses
o
Decrease of about 2 megatons in agriculture and greenhouse horticulture
o
Decrease of about 0.5 megatons in the mobility sector
This meant that the administration had to reduce 17 - 3 = 14 megatons less. As a result, the additional target became 41 megaton instead of 56 megaton. (The difference is 15 megatons instead of 14 megatons due to rounding differences)
In March 2018, PBL released an update on the costs of the climate and energy transition. This showed that the remaining task was not 41 but 45 megatons. The reason was that the a subsidy scheme for sustainable energy production had not yet officially opened after 2019.
The reduction from the coalition agreement: 56 megaton
According to the coalition agreement, the 49% target translated into an additional reduction target of 56 megatons. Additional is the crucial word here, because 56 megatons is not the total emission reduction needed for the 49% target. It is, in fact, as follows:
o
emissions in 1990 were 221 megatons
o
a 49% reduction means that emissions in 2030 should be no more than 112 megatons
o
and that the total reduction to 2030 must be 109 (221 - 112) megatons
The difference between 56 and 109 megatons is due to policies already established before the Rutte-III administration. With this earlier policy, emissions towards 2030 would already fall by 53 megatons to a total of 168 megatons in 2030. This means that when Rutte-III takes office, the Netherlands is actually already halfway to the 49% target. The measures yet to be created deal with the remaining 25% of the 49%.
The 56-megaton reduction target, according to the Rutte-III coalition agreement, would be divided among five sectors:

Proposal from Rutte-III for the National Climate Agreement
In a March 2018 memorandum, PBL, at the request of the Ministry of Economic Affairs and Climate (EZK), provides an update on cost-effective climate policy. In it, six packages were calculated in which the new policy task for the 49% target, 45 megatonnes, is implemented. The package chosen by the EZK takes into account the reduction task that should take place after 2030, keeping 95% reduction in 2050 in sight.
In a letter to the House of Representatives, the administration indicates which sectoral targets apply to the National Climate Agreement. For mobility, agriculture and land use, a different choice was made than advised by PBL. For mobility, the ambitions already set in the Energy Agreement were upheld, resulting in a higher target. For agriculture and land use, agreements from the Rutte-III coalition agreement were maintained, although these don't count towards the 49% target.
As a result, the overall picture is as follows:

We now know which calculations led to the targets for the National Climate Agreement. Five "main tables" were established, named after the sectors, and the government invited more than 100 parties to join the negotiations at these tables. Together, these parties had to determine how to reach each sector's targets.
